Hayrettin Kurt graduated from the Faculty of Law at Ankara University. Mr. Kurt worked as a maritime expert at the former Undersecretariat for Maritime Affairs; Head of Department at the Directorate General of Foreign Relations and European Union Affairs at the Ministry of Transport and Infrastructure, and then as Chief Legal Advisor at the Ministry of Energy and Natural Resources. During his time at the Ministry of Energy and Natural Resources, he was appointed as a member of the Atomic Energy Commission at the Turkish Atomic Energy Authority.

Under Presidential Decision No. 2018/11964, Mr. Kurt served as a member of the Energy Market Regulatory Authority. Subsequently, with Presidential Decision No. 2018/108, he was appointed General Director of the Office of the Chief Legal Counsel and General Directorate of Proceedings at the Republic of Türkiye Ministry of Treasury and Finance. He continues his professional work in his capacity as the Chair of the Supervisory Board and the Chair of the Legal Working Group at the World Energy Council Turkish National Committee (WEC-TNC).

Mr. Kurt served as the Head of the Financial Crimes Investigation Board (MASAK) at the Republic of Türkiye Ministry of Treasury and Finance between 2020 and 2022. With the Presidential Decision No.2022/627 published in the Official Gazette of 3 December 2022, he was appointed Deputy Chairman of the Public Oversight, Accounting and Auditing Standards Authority. Mr. Kurt, who was elected as a member of the Auditing Committee of the CBRT in 1 May 2019, was re-elected for the post at the General Assembly dated 30 March 2021.

He holds Ph.D. in public law.

He is married and a father of one.
