Press Release on the Appointment of CBRT Deputy Governors

With a decree published in the Official Gazette No. 30874 dated 31 August 2019, Murat Çetinkaya and Dr. Oğuzhan Özbaş have been appointed as CBRT deputy governors to the vacant positions.

Murat Çetinkaya

Born in 1970, Murat Çetinkaya graduated from TED Ankara College in 1988 and earned his B.S. degree from the Middle East Technical University, Department of Metallurgical and Materials Engineering in 1992.  He received his M.A. degree from Marmara University Banking and Insurance Institute, Banking Department. 

Murat Çetinkaya started his career at T.C. Ziraat Bankası A.Ş. Fund Management Department, and then worked at the treasury departments of Tekstilbank A.Ş. and Diler Yatırım Bankası A.Ş. He served as the CEO and Board member of Halk Yatırım Menkul Değerler A.Ş., and as the founding Deputy Chairperson of Halk Portföy Yönetimi AŞ (portfolio management company) between 2010 and 2017. Mr. Çetinkaya joined Borsa Istanbul Group in June 2017 and acted as Deputy Chairperson and CEO. He also served as the Chairman of Takasbank A.Ş. During his term of office at Borsa Istanbul, Mr. Çetinkaya focused on Turkish lira financial architecture and share market structuring.

Dr. Oğuzhan Özbaş

Born in 1971, Oğuzhan Özbaş graduated from Boğaziçi University, Department of Industrial Engineering in 1993. Pursuing his education in the US, Mr. Özbaş earned his M.S. degree in Industrial Administration by ranking first from Carnegie Mellon University in 1995.

Starting his professional career in the Ford Motor Company, Mr. Özbaş served at the Treasury Department of the Company until 1998. He completed his Ph.D. in Financial Economics in Massachusetts Institute of Technoloy (MIT) between 1998 and 2002. Mr. Özbaş joined the University of Southern California in 2002 as Assistant Professor. He lectured in undergraduate, graduate and post-graduate programs, and conducted research on corporate finance, real investment, resource allocation and transfer, capital market regulation and the economic theory of organizations.
