Born in İstanbul in 1976, Mehmet Kaya graduated from the Department of Political Science and Public Administration of the Faculty of Political Science at Ankara University in 2000. He earned his MBA degree from the University of Rochester (Simon Graduate School of Business) in the United States in 2009. He is still pursuing his Ph.D. studies (currently at dissertation stage) in Accounting and Finance at Başkent University.

Mr. Kaya began his working career as a Junior Treasury Controller in 2000 and held the same post until 2005. He worked as an Advisor to the Minister between 2005 and 2007. After serving as Vice President of the Board of Treasury Controllers between 2010 and 2012, Mr. Kaya was appointed as the Vice Chairman of the Public Oversight, Accounting and Auditing Standards Authority in 2012. He is qualified as a Certified Internal Auditor (CIA) and an Independent Accountant and Financial Advisor (SMMM-Turkish CPA). Mr. Kaya speaks English.

He is married with 2 children.

Having a professional background as a managing board member in various institutions and organisations, Mr. Kaya has been serving in an acting capacity at the Directorate General of State Owned Enterprises at the Undersecretariat of Treasury since November 4, 2016 and has been a member of the Auditing Committee of the CBRT since May 1, 2017.
